Charleston - West Virginia OSHA 10 Hour Construction Training

Description: The OSHA Outreach 10 Hour Training Course provides instruction on OSHA regulations and requirements as they apply to 29 CFR 1926 (Construction). This course provides an entry level construction worker with a general awareness to recognizing and preventing hazards on a construction site.

Audience: All Construction Industry Employees: Workers, Foremen, Job Supervisors, Site Inspectors, Workers on publicly-funded projects.

Hours: 10 hours

  • Recognize the aspects of 1926 Subpart C.
  • State the purpose of the OSH Act and list the functions of OSHA.
  • Explain the importance of OSHA in providing a safe and healthful workplace to workers covered by OSHA.

Module Quizzes

  • At the end of each module, you will be given a 10 question module quiz. You must score at least 70% on each module quiz to move forward in the course.
  • You will be given up to three tries to pass each module quiz. Failure to successfully pass a quiz will result in being locked out of the course and not allowed to continue.

Final Exam

  • Once you have successfully completed all of the modules, you must pass a final exam to receive full credit for the course. The exam is 20 questions long and will test your knowledge on information covered throughout the course. You must make a score of at least 70% to pass this exam and complete the course.
  • You will be given up to three opportunities to pass the final exam. If you do not pass after three tries, you will be locked out of this course will no longer be able to take the course.

Course Completion

  • Upon successful completion of this course, a temporary printable certificate will be made available. Passing students will receive a OSHA/DOL Outreach Construction Card within 4-6 weeks.*
  • Upon enrollment in the OSHA Construction Outreach Training course, you will have 6 months from the time you start to complete it - in order to receive credit. After 6 months, your account will expire and you will be required to purchase the course again.
    *Note: In order to receive your OSHA/DOL Construction wallet card, you must complete the survey at the end of the course.

  • A free Hazard Communication Standard (HazCom) and Globally Harmonized System of Chemical Classification and Labeling (GHS) course is included with registration of any OSHA Outreach course. The revised Hazard Communication Standard (29 CFR 1910.1200) took effect May 25, 2012.

Charleston - West Virginia OSHA Safety Training - State Requirements

West Virginia is not a “state-plan” state; that is, it does not have a federally approved occupational safety and health program. Consequently, occupational safety and health in the private sector workplace is governed by the federal Occupational Safety and Health (OSH) Act. There is no state law that governs workplace safety in the public sector (state and local agencies, school systems). Source: OSHA Directorate of State Plans

West Virginia Requires OSHA Construction Training
According to West Virginia State code, §21-3-22. OSHA construction safety program - requires OSHA 10hr safety awareness training for construction workers and supervisors:

  • All workers who perform work on a public project costing more than $50,000 or more, requires each employee onsite to have their OSHA 10 hour certification card.
  • Any employee required to complete the OSHA 10-hour construction safety program who has not completed the program will be subject to removal from the worksite, if the employee does not provide documentation of having completed such program by the 21st day after the date the employee is found to be in noncompliance.
  • The state may also assess a civil penalty of up to $1,000; in addition, such an employer shall be assessed a civil penalty of $100 per employee for each day of noncompliance.

West Virginia Occupational & Labor Safety State Agency

The West Virginia Division of Labor conducts elevator, boiler and amusement ride inspections, inspects manufactured homes, and provides state employers an OSHA health and safety program to eliminate job-site hazards.

The West Virginia Division of Labor also offers an On-Site OSHA Consultation Program which provides employers free analysis and advice on eliminating workplace hazards. The program provides assistance to employers relative to safety and health training and education for both the employer and employees.

The U.S. Bureau of Labor Statistics (BLS) - State Occupational Injuries, Illnesses, and Fatalities (IIF) Program - provides annual information on the rate and number of work-related injuries, illnesses, and fatal injuries, and how these statistics vary by incident, industry, geography, occupation, and other characteristics. This data is collected through two BLS programs:

  • SOII - BLS Survey of Occupational Injuries and Illnesses
    The SOII provides estimates for nonfatal cases of work-related injuries and illnesses from 46 States and Territories that are recorded by employers under the Occupational safety and Health Administration's (OSHA's) recordkeeping guidelines.
  • CFOI - BLS Census of Fatal Occupational Injuries
    The CFOI publishes data on fatal cases of work-related injuries for all States, Territories, and New York City.

West Virginia OSHA Top Fatal and Nonfatal Injuries and Illnesses

According to latest data, the leading cause of workplace fatalities in West Virginia was in the transportation and material moving occupations (Source). The main type of these fatalities is the vehicle backover (i.e., when a vehicle backs up and strikes a worker behind the vehicle).

For more information on backovers, OSHA has a webpage that provides information about the hazards of backovers; solutions that can reduce the risk or frequency of these incidents; articles and resources; and references to existing regulations.

As with most states, the leading causes of private sector worker deaths (excluding highway collisions) in the construction industry were falls, followed by electrocution, struck by object, and caught-in/between.
